 Ah, I've seen those in the south...guards, sometimes on horseback.
Here, we have a program called 'Adopt a Highway', where people, organizations, families, and other bleeding heart outfits sign up for a stretch of road to pick up litter from degenerate mouth breathers that somehow got a license to drive.....it's quite the cycle.
I like your version better.

Remember the Seinfeld where Cosmo Kramer adopted a hi-way and removed the signage to wash it.  Re-striped hi-way and caused a major wreck?

Here there are no armed guards even if they are out of the jail.  Then there is community service and those out on DUI's and that type of offences are allowed to work some of their sins off.  Along with a lot of other hoops to jump through.  Then we have people like families, churches, and business  that adopt an section of the hi-way.  So you really never know.  If Deacon Smith from the local Baptist Church is doing it be cause of _____ or _______.  And heck there is Sharron the piano player, must be a chuch group but ya' can't be to sure.   ;)
