Hello to everyone and just another thanks for all the help so far.  New question...The property we purchased does have water available but we were told it needs to be tapped.  Any idea what this means exactly and what something like this might cost?  Thanks for any help

That is a heck of a hard question to answer.  Might mean anything from there is a spring that needs developed to the issue of bringing in city water.  The issue of cost is sort of up in the air until you find out what they mean.  Might be as simple as a $100 in plastic pipe and fittings and some back hoe work to the other extreme of several thousand just to hook up.  I have heard and read about neighborhood wells that you pay a monthly / yearly fee that is held for maintenance.  Once you establish that, then you can cost out the backhoe, materials, and labor to get to the building site.
Proverbs 24:3-5 Through wisdom is an house builded; an by understanding it is established.  4 And by knowledge shall the chambers be filled with all precious and pleasant riches.  5 A wise man is strong; yea, a man of knowledge increaseth strength.

Somes tapped means the water company needs to run a line and a meter. In our area the water company charges 500 and up to add a meter. Our property had a meter box but we had to pay 400 to join the coop and have a meter installed. The owner is reponsible for bring water to the house. Some areas allow pvc some may require copper.

That is a common phrase to mean that you "tap" into the exisiting waterline.  You can check with your neighbors to determine if there is a water line in place from the governing public service district or other entity.  Once you have establised who is responsible then contact them for the cost or arraignments to have it done.  A lot of goverments will lay a water line and without knowing the exact location landowners will develop they then come back and place a tap to individuals.
