When splicing two pieces of rebar together, how much overlap is required?  12" enough?

12" in my opinion is overkill. When the concrete forms around it there is no difference.  Does not necessarily strengthen it anymore than 6"

Six is fine.  Least says the wife.

Actually you have to keep it from tearing loose in the concrete and breaking at that point.  Generally the rule is 20 rod diameters although other can be specified.  That would cover 1/2 inch rebar - 10" would be minimum.

 IRC sez

12"  min. lap or per design

    Splices stagger 24" min.
When in doubt , build it stout with something you know about .
