foundation penetrations for water, sewer etc

I am building in the area of Lexington VA using a block foundation. The frost line for the footers is 24". What is the better practice to bring the water line in and drain lines out-penetrate and seal the block wall or go under the footing with a bridge pipe and if the latter how much deeper than the footer.? It would seem for the water line you have to get below the frost line also so you couldn't penetrate the wall above the footer unless you insulated the line somehow. Does anyone know how to do this? Thanks. :D

Bill just across the Mountain from Me.  I am along Rt 39 on the WV side.  Often shop in Lexington.
Now for the water line.  I ran both the water supply line and the septic line either partially in the footer or below.  Use a larger diameter pipe as jacket ( At least Sch 40) then run your others through those.  If you are running below the footer do not disturb and soil below the bottom of the pipe or the weight will crack your footer if the jacket pipe sinks.  Any wall penetration may be a place that could cause problems with leaks.  I usually throw a couple extra pieces of rebar in the footer over where the pipe is placed.
