How is a rifle barrel made... as in how the heck do you get a truly straight hole of the exact correct size drilled through a piece of solid steel maybe 20 some inches long to end up with an accurate shooting gun? Add to that how in the world is the rifling made?

As a kid I once drilled out the barrel of a 22 caliber starting pistol to see what it would do.  ::)  At 25 yards it was about 6 inches high and right.     d*
Just because something has been done and has not failed, doesn't mean it is good design.

They are made in a lot of ways Don, and most are not completely parallel to the bore. They have some runout . The idea when installing it, is to have the runout on a vertical axis so it either shoots high or low.

I get (Haven't bought obe for a while) my barrels from a fellow named Mark DeHaas. He is a pretty famous shooter and gunsmith himself but his father was a shooter, gunsmith and author, Frank DeHaas.

Mark makes the barrel around the hole. He drills it, rifles it, then uses a scraper to remove the metal around the bore. I have never had one of his barrels that had any runout at all.
