It sounds like that was an old report... it spoke of a "proposed fence". 

Is it still relevant? I have no idea.  ???
Just because something has been done and has not failed, doesn't mean it is good design.

I just got it today via email - got to love it- but you are right --- October 2007.

It was still being discussed  8-12-08 and some said they keep trying to slip it through - I don't know current status.  Wasn't aware of all of the details before though.  Nevermind d*
