Have property in UP of Mi. Need to start with something small, and then eventually build 20x30 home. But for now My question revolves around how large with a 12/12 pitch roof (for sleeping only) could I build on a skid foundation that could be "called" a shed or garage later when the larger unit is built. This is the reason for needing to put it on skids safely. Thinking 12x20, could I go wider? It would have proper 2x10 or 2x12 floor joists but sit on top of skids so it would not be considered permanent...

Each state and some localities stipulate the maximum size for an accessory structure. Permanence does not enter into it, habitability is what the building codes address. In my state a non habitable accessory structure may or may not have a permanent foundation. Start with R403.1 get down to 403.1.4.1. In my state it is 256 sf, that is one of the largest accessory building allowances so do check locally. No sleeping is allowed in an accessory struture. The floor can be no more than 18" above grade and the building must be anchored to resist your wind loads. This generally makes the floor treated as well.
