What type of layout will meet code in a full bathroom? Will a 5 x7 be to small? What about a 5x8?

If you want a bathtub, toilet and lav, then the minimum is 5'x7'.  You might be quite limited in your selection of fixtures, but that is about as small as you can go, I believe....

It's specific to VA, but most info is common.

They don't spell out a room size, but there are clearances for the various bathroom fixtures. Line drawings included.

Have a look there and with the dimensions of what you want to include and lay it out on paper.

Just because something has been done and has not failed, doesn't mean it is good design.

I think as Don mentions, it is a matter of addition and layout.

I still say 5 x 7 is a good practical minimum.....

I think 5x7 is the practical minimum (if the door is in the right place). 5x7ft6 gives you considerably more options - you need minimum 30" width for each fixture and with 7ft6 length you can put them all side by side with a door at one end.  And with 5x8 you can put everything in a line and get 32" width per fixture, which is more spacious and gives you many more options for the bath (e.g. it's really tough to find a deep 30" wide bath).
