Yes and most of the info is from redrock who is an easy search on the internet. The downside of these designs is they are for the smaller square footage arrays. The number of panels you mentioned would probably take 4 or more of these type of units. If you are really motivated to save money and have the time you can do it!  I have customers who try to go this route and I just nip it in the bud and force them to be real, buy a Wattsun and not have problems. It is all in the square footage aloft and doing the engineering math. If you are not in snow country a homebrew will take the force out of the worst calculation of wind load with snow aloft. Probably better to have multiple arrays and diversify your risk anyway. Also the asthetics of some of these homebrew designs can be a factor. Remember you will be looking at that design. Good Luck! My last thought is not to bother with dual axis for an offgrid system but include a manual adjustment.

The guy who you refered to also has really nice wind/solar software for the Xantrex XW's.
