We are removing a bath tub and making a shower room instead.  How do we fill in the hole under the tub around the drain?  Just pour in concrete?  How do we connect to the rest of the slab?

Post some photos.  One photo = whole lot of words.   :D

From what you describe it sounds as if you are working on a slab construction floor.  If so you will need to either jack hammer down to the drain line, remove the existing T and extend the drain line to the location of the shower drain.  You could just cap off the existing drain but you will still have to route the new line.   Where is the vent and how is it tied to the existing line. If you set the new line in then you can fill in the void of the old drain line at the same time you fill in above the new line under the shower. You will have to make sure that you have a trap in the shower drain commonly under the shower.
