Around here they encourage marijuana farmers to grow large plantations.  When ripe the law comes in and does the harvest and the farmer always gets away.  It is the only way they can supplement their low government salary. Not so profitable for the farmer though.

OK - so I exaggerated a bit ... when I used the word, encourage.
