Help me decipher locator's markings...

So, its time to "hook up" to the grid, and called for a locate to dig my trenches to the nearest electrical box. 
Locator wrote : "NO MFIO" in blue paint near the box and at the location where I plan to put the transfer. 
What's MFIO?

Blue paint is for water. Whats the local water district in the area called.

I can't say what the abbreviation is but water and sewer generally show up at separate times.
Gas power and communication at the same time.

Red     =  power
orange = communication
yellow  = gas
green   = sewer
blue    =  water
white  = purposed excavation
