That's some really bad munchies....  it's weird that the guy wasn't arrested at all.
One time DH and I were lost downtown and driving around that area.  One of the prostitutes started walking toward our car and my clueless husband says, "I think that lady is lost and needs directions... it looks like she wants us to roll down the windows."   Engineers!  He hadn't noticed the stilleto heels and the barely there skirt....  I laughed so hard at him I almost cried, and he kept saying, "What?  What?"  I remember a high school English teacher threatening a lazy female student one time that if she didn't start turning in her homework she'd spend her adult life hanging out on Robinson Avenue.

I didn't catch that the guy was an officer. ???  The article said that he told cops he was having marital trouble and knew he could find a prostitute there.  Maybe they couldn't arrest him because no cash exchanged hands.

No - I meant I think the officer was a guy, and he couldn't see that a crime had been committed on the mans part. 

He viewed it as only natural for the guy to trade chips for sex.

The crime was in her accepting them.  That is known as prostitution.  Understand? ... [waiting]
