thoughts needed on waterproofing our foundation wall.

So far we have a surface bonded block wall.  It's mostly waterproof already.

We're planning on putting up dimpled membrane to run down the wall, past the footer, and down to the sock-wrapped drain pipe.

My question:
Do we want to also use peel-and-stick membrane, under the dimpled for even more?  Or is that overkill? 
Or, will it maybe even be inefficient, as it'll prevent vapor from traveling through the blocks and into the exterior? (like the pic below)

To my mind, there is no "overkill" when it comes to waterproofing.  I would add the stick-on membrane with care.  The drain-plane down to a working perimeter drain is also very important.

There should be no excess moisture inside the wall ... if it is prevented initially.

Moisture, yes .... "extra" moisture, I think not.  No more than would be in interior walls covered in plaster or stucco.
