I doubt you have treated wood in Russia that is safe for this. Russia has more experience with masonry, use it. Between the language barrier and the difference in materials you have no chance of doing this correctly there... My father has built in Tver, Kaliningrad, and in Moldova. Many thanks to you but I have to disagree. We in Russia is considered that your frame house warmest than brick or block. With our winters, it is a very big advantage. And they are built faster. And the financial cost several times cheaper. The same can be said about the basement. He warmly and promptly built.

That is insulation more than wood/masonry.

Make a list of materials and labor to build it both ways and compare costs.

The articles and papers referenced on the first page of this topic, and the one by Don_P on this page contain some of the best information on a PWF.   As with many types of projects found on the internet, both here and on other pages, we can find examples of projects by individuals that should NOT be followed.

PWF do work and are safe as long as the products used are suitable for the purpose and have safe levels of whatever preservatives are used.
Just because something has been done and has not failed, doesn't mean it is good design.
