concrete basement floor level

I am preparing to pour a slab in my basment, but I am not sure if I should plan on having the floor height end right at the bottom of the PT mudsill or at the top.  Here is a picture to illustrate (I think) what I am asking about.

Seems that at the bottom, it would leave you room to nail your sheetrock or other interior wall board.

I agree with Glenn , I know what a shocker  , If thats a door on the left of the photo you'd want the floors even, in fact a 1/2" below wouldn't be a bad idea either if water could be present on that slab. Hard to tell whats all going on from the photo.
