I'm new to this site but am wondering what the design snow load for 20x30 plan is

Well, if you are building that thingy in Florida, I bet your safe w/ a flat roof? 
Me? I am at about 9000 ft and have to figure out the snow for that altitude.
What part of CO? and how high up? A lot of counties have that info on their building/inspection websites.

I'm building in the Sangre De Christo area, county says 50 don't know what the plans state

There are a few options here.

If you're going with rafters, you can use the IRC code tables for 50lb snow load to determine the size of rafters you need. From memory, I believe any 2x8 #2 lumber would do.

The 20x30 plans with loft can complicate stick framed rafters - you would need joists in the loft area. If you don't want joists, then you need a ridge beam. If you use an LVL or glulam, I think the company will size the beam for your snow load. I am less familiar with this.

The other option are trusses. Scissor trusses allow for a loft. The truss company would engineer everything for your snow load.
