In NM unless you're hunting bear or cougar dogs are not allowed. When using a dog for locating wounded or dead antelope, elk, deer they must be leashed. There are a couple exceptions just to make it confusing.

I'd be tempted to catch the dogs and ransom them back.

$50 per pooch, another $50 for the radio collars.  If not, transport them to the pound and let the owner pay the $75 recovery fee.
