I'm sure lightening is also property of the state. This is the dumbest thing I've ever heard of.

I was thinking about this all day. They won't tax you if you let the rain fall on the ground and drain away but... If they tax you for the rain you collect do you get a refund when you flush it down the drain later? Doesn't that work out the same in the end or am I just dense?

I'm not sure but after you flush, all the turds seem to collect in the government offices.  Is that a plumbing problem? hmm

The electric companies are trying to figure out how to sell sunlight. Some will come and install a solar electric system and you make monthly payments about like an electric bill till it's paid off.
I have done so much with so little for so long that today I can do almost anything with absolutely nothing.
