Can you provide details as to the location, what the stubbed off pipes at the radiant heat floor junction box are and if they were concreted over while still stubbed off and such?

Sorry for the delay in replying to your question.  I did not have notification on for this thread.
The ends of the stubbed off lengths of PEX were covered in the cement pour.  A temperature sensor can be inserted into the pipes so thermostat control based on floor temperature can be done.
