It appears Khan had used up his usefulness, or knew too much about the true corruption going on to be free. Also if the U.S. was paying him off, it is certain there are many other drug kingpins that the U.S. is/has bought off.

The sad thing is a lot of people blame the Taliban for the poppy/opium production. There was a documentary about Afghanistan, before the 9-11 event, that showed the Taliban blowing up the huge statues (Hindu?) and they talked about how the poppy fields were eradicated under Islamic law.

That was the problem.  They did eradicate the poppy fields.  It cut way into the CIA's supply so things had to be changed.  War on the Taliban has been a great success for the CIA, as now production is better than ever.

It is much easier to grow the poppies when our soldiers protect the crop from the evil Taliban.

The Taliban had the farmers switched to other crops.  CIA needed production back.
