See the "Closed Ceiling Detail" on Sheet 5 of the plans. The blocking sits higher so you can use it as a nailer for the upper wall finish. The floor sheathing stops at the wall studs. The fire blocking has flexibility as to its location so long as it stops flame spread between floors should a fire start in the wall cavity.
