Proper way to flash/weatherproof wall penetrations? (ie electrical, plumbing)

Hi all
I'm wondering about the proper way to ensure water does not get in where wall penetrations are made for things like electrical and plumbing
Should I box out the opening like it was a window and add a drip edge behind the WRB?
