Joist to block wall - Sill plate vs. Straps? - Nevermind, found answer...

After going over the math, taking into account embedded bolt strength and nail strength - even adding a joist strap...  I can't make the numbers come close enough to using an embedded strap in bond beam to justify why anyone would use a sill plate besides lazyness/cheap...  ???

Yes I'm aware a moisture barrier would be needed.  What I need to know is:  Is it allowable under code to omit the sill plate and instead directly strap each joist?  These joists are also doubling as tie-chords for the bottom of the roof.

Second: Is there a stronger way than either of the above to attach a second floor/roof?

P.S. I'm in rural TN - Codes here are about as lax as they get short of going to Africa.  d*



EDIT - Nevermind, found the answer through HUD/NCMA/PCA: Concrete Masonry Homes Recommended Practices.

They include a section on using uplift straps directly with just a moisture barrier.
