private drives

can someone tell me what this means?

c)      Section 2.06 " Highway Setback" is amended to add
the following language: "All private drives, alleys
and easements are hereby designated as class D
roadways" and "class D roadway setbacks shall be 10
feet from edge of such roadway".  Text: All "other"
roads.... Amended to  All "town" roads...

  Frank, I think it means that the government likes to make you crazy... I'm not sure even the local officials would know what in the world that means!

It means you can't build within 10 feet of either edge of the drive but doesn't say how wide the drive is -- maybe theres more telling you how wide a class D roadway is.
