Looks like Riverview Park.  It used to be part of the City Farm.

It's a beautiful area, just a little too crowded for me.
A lot of the people at the picnic got caught in the VDOT fiasco that day. That was when the Tunnel and bridge were being worked on at the some time. Many tried to take the Surry Ferry to avoid it but wait time was hours from what I gather.

Thankfully, I missed it since I was going inland.
