Blackboard or screen ?

I will be insulating between my floor joists with celulose insulation, using no vapor barriers as recommended by the celulose manufacturer (Regal Industries). I will be using the high density dry blow method using a cloth mesh retainer on top of the joists (prevents settling, causing an air gap).
I was going to just use aluminum screen   on the bottom of the joists to hold the insulation, however, I would rather use blackboard sheathing (like the Celotex brand, etc.), but I'm wondering if it is permeable enough to allow any moisture or water (from a pipe leak, etc.) to pass through.
Whichever I use, I'll cover it over with 1/4" wire mesh to prevent mice and other critters from burrowing. (Foundation will be pier/post with open crawl space).
Any thoughts....

If you put the panels in loose without taping the seams, I would think you would have a sturdy critter barrier and an air barrier without it trapping moisture. I wouldn't put these up until the house had dried out the construction moisture.
