20x34 two story ?

John on the 20x34 two story could i bump out the second floor behind the stairs 4' make the back of the house 24' wide ?
Could i cantilever the second floor 4' that would be a 50% cantilever, extend the rafters out 4' make the side wall lower about 5' maybe increase the joist or norrow the space to 16" on center?
