Garage floor

I am in the planning stage of the footing and floor of a low cost 22'x22' garage.

The lowest quote that I have got of having a monolithic footing and slab done is $6780.
The lowest quote that I have got of having a crew do the finishing with me having it all ready to pour
is $1500 plus $700 for the concrete or $2200 total plus my labor and whatever rebar, etc. I use.

The road to the site, however, has a very steep section that makes it questionable whether a
concrete truck can even get up the slope.

So here's an alternative plan that I am considering.

I have a concrete mixer and have used it in the past to do the piers of my house (150, 60# bags).

I can do the footing in sections, tying them together with rebar, using about 65, 60# bags of quickcrete.
The cost of the quickcrete and rebar would be $275, tax included.

The soil is very hard and rocky.
My plan for the floor is to put down about 1/2" of sand and cover it with solid concrete cap blocks, 4"x8"x16".
This would take about 560 blocks at a cost of $830, tax included.(already have the sand)

Total cost for the foundation of $1105.
