I'm thinking about buying a portable cabin (maybe
16 x 40) and finishing it out mostly on my own as money is an issue.
I'm a woman in my 40's starting over. I have a slab, septic, electricity and water well.
What are things I should consider?

Many variables to consider.  You can certainly do it yourself or with help of friends.  Big question is what the existing shell is like and cost.   Also location.  Can't imagine a 16' wide portable cabin considering the max width allowed on a highway is 8.5'  - that's without a wide load permit.  Some states restrict it to 8'.

A sixteen by forty is hardly portable.  A section of a double wide trailer sectioned is like 15 feet.  You are also restricted as to routes and how tall it is.  Typically a 6 - 12 roof on one of those is collapsed and they have to pull it up when they get it to the site.  We went to that zoo last year and could not get the routing to get it in here with out having to rebuilding three curves on a county / USFS road and then removing the rebuild after ward and restore as to before.  In the venture we had to furnish soil blocking to a creek.  And when they started talking a bond I bond out.

Are you referring to like a kit of some sort?   But then sixteen by forty is a sort of odd shaped home.

You actually have what I have suggested people look for when looking for property.  [cool]  Seeing if there is any places where the utilities are already in.    Slabs are not necessarily a plus because lots and lots of times they are in the wrong spot.
Proverbs 24:3-5 Through wisdom is an house builded; an by understanding it is established.  4 And by knowledge shall the chambers be filled with all precious and pleasant riches.  5 A wise man is strong; yea, a man of knowledge increaseth strength.

Most important thing to consider is your own abilities. If you can get a 16 * 40 dropped on your site can you take it from there?
