Title: How would one frame between the cathedral and flat ceiling trusses.

I transition from a cathedral ceiling in living rm kitchen area, to flat ceiling over rest of house. The wall where this change happens, I believe needs to be insulated, would you frame with 2*4's attached to the truss to accomplish this?

I would attach additional nailers in the same orientation of the 2xs in your truss to accomplish an every 16" verticle for sheetrock application.
as far as insulation, if you are insulating above the ceiling in the non-vaulted room up to the bottom of the "wall".and on the roof side of the vaulted ceiling to the top of the wall, the wall itself would not need insulated IMO.

Sure it would, the flat ceiling is insulated, the roof plane of the cathedral is insulated, the "attic" is uninsulated, so that wall in that instance would be insulated. If you insulate the roof plane throughout, which is now being pushed, then the wall wouldn't need insulation, it would be inside the envelope.
