Title: Q: Sole Plate Height for Decking/Staircases?

Finally got some time up at the cabin last night (this AM actually) and was working on the stairs to the front door.  Finished the stairs and handrails, but was curious as to how "high" (or low) do you recommend setting the staircase sole plate to which spindles would be mounted to?  I'm not finding any references for code on this...

Generally you are safe if the opening does not allow a 4" dia sphere to pass through (ie: a tiny baby head).

THANKS A BUNCH!  Great document.
Photo 38 shows exactly what I was looking for (the 6" rule).  Was already aware of the 4" rule, but just knew that somebody out there must have another rule for base/sole plates.
