The first one is explained away as he is introducing those gentlemen, not lookin' for a handshake. However he doesn't open his mouth to speak for the first two guys he tries to "introduce" and his hand is extended for quite a while considering it was an "introduction". Therefore I think he was, indeed, snubbed and played it off as introducing the rest of the guys.

Wow, that's pretty cold.
I don't know of too many people whose hand I would not shake if it were offered... even people I'm not crazy about.
