lol
I have to say that I really hope the pranksters had a camera set up and this will soon be posted on youtube. I thought, what if it was just some kid playing with their stuffed animal who left it down there? It may not have been as intentional as they said. However, it is funny as all get out to imagine law enforcement and concerned citizens standing around trying to catch a stuffed animal!
Depends.
If it was a prank it is an irresponsible act and should not be condoned. Similar to shouting "Fire" in a crowded theater. Somehow I tend to discount the suggestion that it cloud have been some kids toy that was dragged into the culvert and forgot about.
My party pooping two cents worth.
That's Funny!!!!!
Brings back memories of when I worked for the state. My office was on the edge of Capital Square. When the weather warmed up I liked to sit in the grassy areas near the fountains. There were always tourists wandering around the pools.
I had a rubber snake I would take, put it in the pool where the fountain would make it squirm.
I'd sit for the next hour eating lunch and watching those fools panic. There was one Capital Police officer who nearly shot it until he saw me laughing my a$$ off.

Why was it irresponsible Don?
It hurt no one, was funny and the only ones really fussing were the Cops. They fuss about everything. It interrupted their doughnut break or maybe a despicable jaywalker got off scott free.
I guess what I don't like about that sort of thing is the imitators it may spawn. Sooner or later police or fire personnel may be off on one of these wild goose chases when something important might come along.
Once again I agree with MD

Ka-ching!
I agree if it was a prank, perhaps it was irresponsible, but who in the world would have expected police involvement in the first place?? I mean they probably had in mind scaring someone specific, not stirring up a whole community. And you have to admit, no matter what the purpose was, it is funny to think of a bunch of grown men shaking in their boots and scared of a stuffed animal! It reminds me of the time my cousins and I were walking home on a dirt road just after sunset and saw a skunk, tail up, sitting ahead of us in the road. We threw rocks at it and tried to get it to move, shouted (from a distance, of course), and everything we knew to do to get it to go away. Of course, when it didn't run immediately, we worked ourselves into somewhat of a frenzy, sure that it must be rabid. Finally one of us aimed directly for it and hit it, only to find that it was a paper bag! We laughed till we hurt at ourselves... too bad this group of fellas doesn't take it so well.
