This is why there aren't any real incentives for small scale privately owned solar arrays. By using federal grants and low interest loans power companies can afford to build these huge developments and continue to hold people hostage to the electric rates they determine as fair. I love how people can "choose" to pay extra to guarantee the electricity they're using is from green sources.
All it takes is money.
