i'm takin' a break from my PV system design to work on the RV shed design
we'll be constructing in the next few weeks
regarding our 15' width, should i measure that from the inside, or the outside
placement of girts should be on the outside of my posts right?
would it be better to say "the width from girt to girt should be 15'?
so if thats a true statement, then i should measure from the outside of my posts, right?
since i'm using 16' rafters, i'd hate to get this wrong, it could be very bad

If you are stuck using a certain maximum length board such as 16 feet, then each post will have to be set in to accommodate that including the thickness of the girts or about 1 5/8 inches in each side.
You could put up batter boards and tie strings on them maybe 1/4 wider than you need the poles set then you could measure over to the string to get them right. Not real easy but it works.

You may want to nail or lag cross pieces to the poles also the assist in keeping them upright in the hole and able to be shimmed to height.
This is just a simple single plane shed roof with 16' rafters? What is the desired pitch and how much overhang high side and low side of the roof?
