Seems it is fine to build in the flood zone as long as you give the government money for "safety" inspections. :o

Rescue crews work to help residents of Fernley, Nev., after a canal levee ruptured on Saturday, pouring more than 3 feet of near-freezing water into hundreds of homes and stranding thousands.
They probably received taxes to maintain the canal also. Wonder if it was disclosed to these people by the gov. that they could lose everything in the event of a canal break. It's one thing when it happens accidentally to a naive person. It's another thing when a watchdog government agency takes permit and tax money under the guise of safety and should see to it that it can't happen. >:(

Homes generate real estate tax revenue . . . Flood plains don't.
In my area an established neighborhood has a creek running through it. It was never a problem until further upstream a development went in. What normally was absorbed in the fields was now being redirected to the creek. Flooding downstream. Of course, the developer says he is not at fault. The city issued the permits.
In another area, they narrowed a stream by building a 5-6' retaining wall on both sides. Then backfilled over the original creekbed. They have all sorts of foundation problems with the townhomes built there.
