I built a 100,000 lb press in 1974 - had an middle age family man from the church welding for me -- made me mad because he couldn't follow instructions.  Seems the beers he had at lunch interfered with his comprehension -- actually I think he was just plain stupid, (https://i35.photobucket.com/albums/d184/glennkangiser/smashfreakB.gif) so it didn't quite come out exactly as planned but it did work well.  We still use it.  It was a bit similar to the tire press.

More information, including a link to an engineering report--Mike Shealy has been interested in tire buildings for years--rammed tire, what he calls "topless tires" and now the tire bales:
