Title: Question about little house plans

I'm interested in the little house/big enchilada plans but am considering going 16' wide.  What exactly do I need to purchase if I want the plans for 16' wide building as well?

Ok, so I guess I'm confused as to whether the 16x28 plans at planhelp.com are plans you can build from or is it just a study plan?  Can I build the 16x28 without purchasing the little house plans here?

Also, what is the difference between the Victoria plan 16x28 simple studio house vs the planhelp 16x28?  Is the Victoria 16x28 1.5 story vs planhelp single story?  What are the foundation options for each 16x28 option?
