Published by the American Wood Council, based on the 2009 IRC.

That is a good one. Remember it is for decks, not cabins and not porches (with roofs).

If that link did not work try this one (http://www.awc.org/publications/DCA/DCA6/DCA6-09.pdf)

and other good AWC references are here (http://www.awc.org/publications/download.html).

What is different about a porch and a deck? Is it that the porch has a roof and has greater supporting load requirements?

Yes, and maybe walls too even if just screened in.

Too large a file for me to download and review at the moment but a little behind the scenes gossip. There has recently been a study done on the relatively recent inclusion of lateral load connectors by WSU. They are not a bad thing at all, especially in new work where it is easy to incorporate,(remember how many folks fail to properly sheath a floor, this provides a positive connection of deck framing to floor framing, so not a bad idea) but the requirement (thou shall vs thou may) is being challenged and may be modified or go away in the 2015 code cycle.

And then there's balconies  ;D
