Title: Fresh Air Intake?

My grandfather's cottage plans have "Fresh air intake vent" marked at windows in both bedrooms and in the living room. A naive reading of that description seems like it would guarantee drafty bedrooms and living room during colder weather. Am I missing something on my understanding? I assume that these work in concert with the "whole house vent fan" installed in the bathroom to facilitate air exchange.

Most likely supply register locations for central heating/cooling....typically they are in floor near windows, return air vents are high up on wall or in ceiling...
