Record Breaking Frost Depths?

My sister lives in Winnipeg where I lived until I moved to NM. Her and her husband have a cottage on Lake Winnipeg. It received some major frost movements this past winter. Doors drag, one is jammed, windows have stuck and a couple of cupboard doors won't open. The frost went almost 9 feet deep there.  In Winnipeg there are still people were hundreds of people whose water line from the city utility forze and were frozen for weeks on end.

Just because something has been done and has not failed, doesn't mean it is good design.

  I worked in St. Paul, Mn during January. Frost there was at 5 feet. The most I've seen in years. Minus 15 for the high temps.

Global Warming / Climate Change ????   ???

Or just plain old midwest cold?
