Ok, another newbie question. Is there a link that shows/explains how/where to use flashing before or after the felt? I see pics, but don't seem to really understan when and where to use it. I haven't even broken ground yet, but I keep seeing stuff from your projects that bring up questions. I have never done construction work.
Also, I assume the building plans from here are just the layouts/blueprints, and not a step by step guide explaining how to build it?

Pretty well right - John does a good job on the plans but there are still things you need to learn- ask questions here as you get to them if you like.
Did some searching, but even with the pics, still a little confused. I am hoping to do some volunteer work with habitat for humanity to help others and learn some building skills before tackling this project.
PEG says "Think like rain"
As rain comes down and is blown onto the building the proper flashing techniques will lead it to the outside of the building. Watching a pro helps, but think how it will work and it will help you a lot.
Flashing may have to be used under and or over depending on the situation. Like PEG says - depends.

First you felt, then you flash as the windows are installed. Google grace construction products. Their website has loads of downloadable info. The examples of window flashing below are from them.

Doors are done similarly. There are other places for flashing as well, deck connections, roofs, etc.

#1: Many paid carpenters have no idea about felt , flashing , and the importance thereof , so don't think your alone in the area.
#2: There are some many different things to flash that one answer will not fit all.
But like Glenn said , or repeated , if you "Think like rain" and / or wind blown rain the worst thing to protect against , and ALWAYS lead it out to day light , or AT LEAST lead it on TOP of the main drainage plain , IE the side wall felt / or building wrap , or the roofing you'll be OK.
NEVER EVER lap felt / building wrap or roofing so it leads / allows the water a way in. ALL ROOF flashing , side wall to roof , skylight , pipe thru roof "jacks" , common roof vent " jacks" all need to LEAD the water out to day light / onto the roofing , ALWAY !
