A couple years ago I read the book Lab 357 which documented the initial construction & implementation of a huge biowarfare program that got out of control.  Everyone knows how gov't often initially funds a project & then gradually the $$ allotted are decreased until the program deteriorates to sloppy workmanship, the buildings are no longer safe.  

In this case, a deteriorating building led to faulty air vents where vectors (mosquitoes etc) escaped & bit deer & fowl which started the Lyme disease & West Nile disease epidemics (Plum Island is a few miles off Long Island, NY   )  The sewage & waste disposal has backed up several times over the years of operation.  This facility is on an island that is in the path of major migratory paths for birds...

Now, according to the above article, there are 100's of these facilities all over the US!!!   :-/
