What went wrong here?

I don't know if any of you have seen the footage of a Raleigh NC condo under construction that blew down in straight-line winds Saturday. As far along as they had gotten in the structure, it doesn't seem like that should have happened. The whole building moved as the structure underneath failed. What were they going to do to that foundation that hadn't already been done? Can you imagine if it had been finished and occupied?

Saw that on TV a few days back.
Just because something has been done and has not failed, doesn't mean it is good design.

Wonder if they didn't have the simpson strong ties for sheer transfer completely in yet.  If all the sheer came from waterlogged OSB, it'd be about as stable as a house of cards
