Title: Vapor barrier under storage building?

We are planning on building a 12 x 16 storage building sitting on 4 treated 4 x 4's.  Floor system will be non-treated 2 x 4, 16" o.c. and 3/4 floor decking (exterior rated).  Should I put this on plastic?  Would it help with ground moisture or just be a place for water to lay and make it worse?  Any opinion appreciated.

If it drains away from the shed it should stay dry. I put plastic under a couple sheds and the dog dug under them to escape the heat. tore the plastic up. ???  If you can keep the critters out I think it would help being so close to the ground.
It should at least help keep the vegetation under control.

Is this a "code" building? I was told I had to have a moisture barried under my building covered with rock by the inspector.
