water storage tank valve and line

I have a 1550 poly water storage tank and was wondering, since this will be outside and on top of the ground, what keeps the water outlet area from freezing? What can I do to stop it from freezing?
I know to bury the line 18", but what about what is above ground?

How cold does it normally get?

Heat tape?  Needs electric.

Submersible or floating tank heater like for a stock tank? Build a shed type structure and insulate?
